소식통에 따르면, 북한 당국은 지시문에서 “1990년대와 2000년도를 거슬러 당성이 투철하고 그 어떤 고난과 시련 속에서도 추호의 동요와 변함이 없이 오직 당의 방침관철의 제1선에서 자신의 모든 것을 다 바친 정수분자들로 구성하라”고 강조했다.

한편, 이산가족 상봉은 2000년 남북정상회담 합의에 따른 조치로 그해 8월 처음 성사됐으며 이후 2015년 10월까지 모두 20차례 이뤄졌다. 지금까지 대면 상봉을 통해 남북 양측에서 4185가족, 1만 9928명이다.
