北평양 고층아파트 빈집 속출…”높은 가격에 구매 주저”
북한 평양 지역에서 미래과학자거리 및 려명거리 등 초고층 아파트 구매를 주저하는 주민들이 늘고 있어 빈집이 속출하고 있다고 소식통이 알려왔다.

소식통에 따르면, 평양시 중구역에 위치한 주택(면적 230㎡) 가격은 약 20~30만 달러(한화 약 2억 2천만 원~3억 3천만 원)이다.

This is a burden for ordinary people, not executives or Donju (emerging richs). And also, the people point out they hesitate to open wallet due to there are poor such as electricity, waterworks etc, unlike the gorgeous appearance.
특히 아파트를 무료로 배정받는 경우가 많은 등 형평성 문제도 고층 아파트 구매를 꺼리는 원인 중의 하나로 지적된다.

소식통은 “선물로 내주는 집이 많으니 파는 집이 잘 안 나간다”며 “구매하기에는 너무 비싸고 그냥 사람들이 다른 집에 배정될지도 모른다는 기대감에 당분간은 좁은 집에서 살려고 한다”고 전했다.

한편, 북한은 주택용 토지와 부동산 재산권 모두 국가에 귀속돼 있어 주민은 주택에 대한 사용권만 가지고 있다. 이에 따라, 북한 주민들은 주택을 배정받으면서 시·군 인민위원회의 도시경영과가 발급하는 ‘국가주택이용허가증'(입사증)을 받는다.
By the way, In North Korea, regime has all right of land and real estate, so people just have a right to use house. so North Korean receive the certification of Nation House Use Permission from City Managing Department of Local People Commission.
북한의 부동산 거래는 이 입사증의 이름을 구매자 명의로 변경하는 방식이다. 이 과정에서 각 지역이나 연합기업소의 주택지도원들이 부동산중개인 격으로 나서 허가증 명의 이전을 처리해주고 중개료를 챙기는 것으로 알려졌다.
